It is a federal crime to intentionally vent refrigerant into the
atmosphere. You must be an EPA 609 certified technician to purchase R12 and
you must use EPA certified recovery equipment when performing work for hire.
BUT:
Unless they changed the rules recently it is perfectly legal for certified
technicians to use home-brew recovery systems on their own vehicles. This
is actually spelled out in the regulations and also applies to agricultural
users. A vacuum pump and an empty propane tank to hold the
refrigerant will make a fine recovery system.
It is not difficult to become a certified technician. It costs about $20
and you'll have to pass an exam to demonstrate that you understand the
safety, environmental, and legal issues. One organization that provides
study guides and testing is the Mobile Air Conditioning Society (MACS)
http://www.macsw.org. Once you get your 'card' you can buy small cans of
R12 at most auto parts stores (you'll have to show your card and sign for
them).
At least one state (Wisconsin) has stricter laws but I don't know the details.
