Unless it says per side, I'd assume the measurement is total.

This is something I've wondered about... is toe measured from a
consistent point?  If I change to larger or smaller rims, has my toe
setting just changed, even though the angle is still exactly the
same?  What about different diameter tires?

An angle measurement seems so much more logical... that way you don't
have to worry about any conversion.  That would have been helpful with
the shop which accidentally converted 1/8" total to .63" on each side.

Yes, I had 1.25" of total toe out up front and 1.25" of toe out in the
back.  
The tires squealed pulling into the garage because they were pointing
so far apart!  There was tire dust on the side of the car from only
about 30-40 miles of driving!  :)

But I digress...
