Jack,
The first attempt is soak overnight with a solvent, grip nut with vice
grips.  Next shot is the nut splitter.  If you have torches, a quick burn
will do it.  If adequate air is available, a real good tool is a little
air hack saw (if you're trying to save the bolt), or a cut off saw for
exhaust pipes.  Cut either the head or the nut off.
