The common treatment there is to put matching carpet. Under the
window, there's a "shelf" ... that is to say that there's a "lip" and
then the metal, from that point down to the floor, is recessed about
2 inches. I've often seen carpet screwed into that lip (typically
seen in an El Camino) with stainless screws that have interior trim
washers behind them.
