I think that your brackets are riveted to the frame, if so it will be a 
chore to remove them. Cut the rivet heads with a grinder and drive them out 
with a punch. They can be replaced with bolts and self locking nuts.
Dipping is a chemical way to remove paint and rust, sand blasting is a 
mechanical stripping process. I just did my brackets, I sand blasted them 
and then had them powder coated, the same color that I will have the frame 
powder coated in.
Most powder coaters will want the parts sand blasted, this will give the 
powder coat something to grab onto. I had my tank, bed strips, running board 
brackets,the new frame for the tank in the back, and pieces and parts powder 
coated and I only spent $100. These were sand blasted and ready for paint 
when I delivered them.
