Don't know about the AD's but on the TF's the wire from the horn
relay to the steering column is hot all the time. The TF column
is isolated from the steering shaft and the body. There is a washer
like thing under the horn button and a slider contact that looks
for all the world like a .22 shell that grounds the outer column
to the steering shaft when the horn button is pressed. The steering
shaft grounds to the frame. This completes the circuit and allows
the relay to fire and the horn to blow.
