In California, 1973 and earlier does not require smog. It used to be a
sliding scale, but they stopped that a few years ago. There are a few
other rules also that regard engine swaps and reproduction cars. If you
swap an engine from a post 1973 vehicle into an earlier vehicle, then
you are required to maintain all the smog equipment that came with that
engine (this is a little hard to enforce). If you are building a
reproduction car, then you can either follow the smog requirements of
the chassis or engine that is being put into it. This is a recent
addition to the law and requires an application since they only allow a
few a year under this law.
