The horn wire would be soldered to the brass part of
the bearing assembly. The outside of the bearing
assembly is insulated, so it will not contact the
mast jacket (English translation: outer tube of the
steering column).
It's not that complicated :) just look at it and
think about it, I think you are already on the right
track! Pushing the horn button grounds the contact
(brass ring at the top of the bearing assy), making
the horn honk. So, the wire, contact ring, and the
brass parts of the bearing need to be insulated from
the other metal parts of the steering column, so the
horn will not be on all the time.
