Can't help on the fan question, but regarding the dipstick, some seepage is
normal. A NOS GMC dipstick I found had a little felt gasket to prevent this.
They don't last long. You can whittle a new one out of rubber, slip it over
the end of the dipstick and it will help prevent the leaking.
My opinion on external canister oil filters is that they are of little value
with modern oils and frequent changes. They rob oil pressure even with the
correct line size, and dump the "filtered" oil right back in the pan with
all the dirty oil. I say plug the holes and scrap the thing. Your oil
pressure should go back to normal. Change the oil every 2000 or so after
break-in and you should be fine.
