They seem like they're welded to the floor. I have left mine rather than go
through the effort of
grinding them off, but I did remove the straps. I do not believe that they
make a floor pan section
for that area, though you probably could get by with a sheet of steel cut to
the right dimension.
Maybe 14 or 16 gauge, I don't know what thickness the floor is. I think the
front floor panels I
bought were 18 gauge (.045"). I am just going to clean up the surface rust and
then paint mine, as
I figure no one will see those tank brackets after the seats are in.
