Yes. Without the garter spring the seal will leak. the spring goes toward
the oil. Use a light coat of permatex on the outside edge if it does not
already have a sealer there. Keep sealer away from the rubber. Don't cock it
as it goes in. You can hammer on old seal as an insertion tool, but don't
get old seal stuck in bore.
