I am sure you have done the same, but I did a search on TR3s and the prices 
are all over the place.
Personally, I don't think a paint job makes a car 80% restored especially 
with a big ding in the fender.  A good friend of mine advised me "Never buy 
a paint job".  Who did the paint?  Can you contact the shop?  His 
description of "Vehicle runs well, brakes and clutch operative."  would make 
me a bit nervous.  It sounds like he doesn't know himself what condition the 
mechanics are in.
Also, why doesn't he know the actual year?  And if Frank is correct, the 
actual model?  Does he have the pink, or was this a barn find with no 
documentation?
Unless you can see the car, listen to it and maybe drive it, you might be 
taking a big risk.  However, if you have the expertise, the car "looks" like 
it has great potential.
I would say that if he has gotten the car to 80% restored he has many hours 
in it and would be insulted at a low ball offer.  But if it is just a paint, 
you may be able to get a great deal.   Does he have all the parts to put the 
car back together and maybe some additional boxes of odds and ends.
I think perhaps the bigger question is how much is your son into the 
project?
