Good point, Steve! Some localities are pretty tough about that.
There is an online petition for the repeal of that requirement, which
could be modified to include a discussion about classic cars and the
difficulty of fitting a front plate for some (completely blocks the air
intake on a Lotus Elan, for example, and really hard to get it at least
12" off the ground!). Given the growing number of red-light cameras,
it's doubtful the California Legislature would want to give up the
revenue stream however...
