importation of "non-conforming" cars

Not long ago, someone posted some info about the "relaxed" rules concerning the 
importation of "non-conforming" cars.  Apparently I permanently deleted it at 
some time (sorry).  A friend of mine from OhMog is interested in bringing in a 
new Mini.  Could someone post that info to me again?  Thanks.  In return, I 
promise to write-up a little piece on the Morgans At The Point event this past 
weekend at Summit Point.
