I received this reply from Linda at Morgan Spares. It sounds like a good 
approach, but one that will have to wait until next time I repaint the
wings. 
Just thought I would pass it along to the group.

"You need to cut out the top of the fender and form and buttweld a 16
gauge plate in the top and then drill a round hole for the park lamp."
