Adhesive and cualks for front end

Can anybody tell me what the is proper material to use to hold the webbing
in place between the frame and the side valences. Should this be glued down,
weatherproofed or left as is.

Also, when taking off the firewall, side valences, and tool box compartment,
I found evidence of a black caulk that looked like it had come as a strip
that flattened when the screws were tightened down. What should be used when
reassembling these parts?
