Craig,
  I believe that you are interpreting the rules wrong.  Refer to rule 21.4.17
and 21.4.19.  The rules only state that energy storage must start at zero
energy if they are providing propulsion.  Electric locking hubs do NOT
introduce any extra energy to the drive train.
