In Utah, we had our first team in 1986, did not start until Janurary and
showed up at the western competetion with 3 running cars in mid-April with
about 14 students total.  No, we did not win but at least one of the cars
was still running at the end of the competetion.

The main thing to do is to go meet with some other schools in your area
and pick their brains a bit on what parts to use and where to get them.
They will probably be happy to help.  We got some help to start with from
Weber State in Ogden which is about 25 miles north of us.   And then we
turned around and helped Utah State and BYU to get started.

Try to keep it simple the first year and use concepts that have been
proven to work in the past.
