My suggestion would be to contact your engineering librarian as well as
your faculty advisor and department chair.  One of them might have the
SAE Handbook (on CD-ROM or in print) that would have the full-text of
most SAE Ground Vehicle Standards.  

If you can't find a copy, you should ask the librarian to obtain SAE
materials for you (rather than purchasing them yourself).  If there is
enough interest on your campus (with students, faculty and researchers),
your library can subscribe to the SAE Digital Library (our full-text
electronic database).  If anyone has questions about this, email me off
