Ummm...you checked the rpm of the motor and set the governor under NO load 
right?  Clean crankshaft rpm of the motor = 3600 rpm?

If that's the case, when you put a load on the motor, the mechanical governor 
will not allow the throttle to open up any more beyond an rpm slightly lower 
than 3600 rpm because of the load.  3200 rpm sounds about right for a loaded 
motor.

Now about the driven CVT, you're saying the ramps won't start squeezing 
together and engage the belt until 3200 rpm?  Then something is wrong there 
(obviously the subject of your question).  Since you've already changed the 
weights and springs to try to lower the engagement rpm, I'm guessing there's a 
burr or something on the cvt itself that prevents it from opening up until the 
spring/weight centrifugal forces is large enough to overcome it.

Have you tried jacking up the rear tires off the ground and then run the 
engine and CVT?  This should let the driven CVT open up because the only load 
on the drive train are the rotating inertias of the tires, etc...

Good luck.  Also, make sure you ask around snowmobile/ATV shops, they should 
know a lot about the Polaris CVT (esp. the snowmobile guys).
