HSs had an unusual 'bottom up' arrangement where the outer bore on the
lever on the choke spindle and pushed up as the dash control was pulled,
the inner was tethered to an arm on the front air-cleaner mounting
bracket. Early HIFs were the same except the inner was tethered to the
same bracket which had the socket for the throttle cable outer. Later
HIFs had the more usual arrangement of the outer sitting in the same
bracket as the throttle cable outer and the inner pulled the choke lever
