The instrument voltage stabiliser only feeds fuel and (electric) temp gauges, not tach, wipers etc. On a 79 the relay feeds the ignition and the cooling fans, so if those stop as well it is almost certainly the relay, if they are working then almost certainly the green-circuit fuse, its holders or connections.
