That's it, two screws and cup washers each side going into spire clips (or 
possibly captive nuts or the screws are just self-tappers) in the metalwork 
between tunnel and dash rail.  The console did change from flat (yours) to 
angled for the 71 model year, but it looks to fasten the same way.
