Time to install a 190-195dF thermostat. This will bring the coolant
temperature up to normal, even in cold weather, make your heater work too.
With a good thermostat, the only way the engine does not warm up is
if in very cold weather it disipates too much heat through the outer
surfaces of the engine when no coolant curculates through the
radiator. I think that requires outdoor air temperature somewhat
lower than 0dF.
If you have an oil cooler, it is good to cover it to block air flow
completerly in cold weather, or install a thermostatic bypass valve
in the hoses to stop oil flow through the cooler core until the oil warms up.
