Looking at the particular installation, the bar is welded to a strap that is
then bolted to the substantial square tube frame installed in the car. In
the event of a rollover, the four bolts holding the rollbar hoops down would
likely just shear off and leave you unprotected again. It's pretty, but I
doubt it is structural at all.
Secondly, no race sanctioning body, including SCCA autocross will allow
harnesses in an open top car without an approved roll structure in place.
In a single shoulder belt situation you can swing into the center of the car
to get your head down. Even if it is the ground that forces you to pivot to
the side, the belts will allow it.
