Technically, the deal is that you CAN re-plate a cars that originally 
had yellow plates (with black alpha-numerals) with similar plates 
(assuming the plate numbers aren't being used by someone else.)  This 
would only be good for vehicles built before 1963-- MGAs, TR3s, etc.
The statute (Model Year Date Licence Plates) only covers original 
style plates on cars built BEFORE 1963.  "Black Plates" (with yellow 
alpha-numerals) aren't covered, and they can't be transferred.  You 
could get lucky and find a DMV clerk who doesn't understand this, 
though.
Don't know if this is date thing is an arbitrary judgement about what 
is "historic" or that the black plates aren't legible/reflective in 
the dark...Gawd, I love this state...
