ZB Magnette electrics

Hello,

Sorry, after all these years, I'm still trying to grasp Electricity 101.
Anyhoo, the Magnette shows a strong discharge on the ammeter. When I
disconnect the generator and read across the posts I see 12 volts. Do I
suspect the regulator now? If so, how do I test the regulator?

Here are a few details:
Positive ground
New battery
Pertonix Ignitor installed by PO (the day before I got the car...)
(Ignitor is the correct part number for pos ground)
