No, it's in the "content" formatting. PAL is a different broadcast standard
(frame width in pixels, line count, frame rate).
It's like, say, I copied a Mac program onto a PC floppy disk (remember
those?). The disk format is compatible with your PC (like VHS is VHS), but
the program won't run (like PAL won't play on my TV). Get it?
