Dropping to less than zero, like the fuel gauge, does indicate an electrical
problem, either loss of the 'stabilised' voltage to the gauge or more likely
loss of the ground signal from the sender.  *Briefly* grounding the wire at
the sender with the ignition on should send the gauge moving smartly towards
its upper end.

would fluctuate between 50 and less than 0.  (The needle would rise to 0
with the key in the ignition and not running before.  So I am assuming a
less than 0 reading means an elctrical problem)
