On my spare, the screw wasn't fully tightened. It was screwed down to
where the flat on each side of the blade was even with the top of the
tower. This way, the shaft could rotate a few degrees each way. I
screwed it down tight to see what would happen. The rear rocker was
still free to turn on the shaft. As you know theres a small plate that
goes on top of the grub screw and engages the blade on the end of the
screw to keep it from turning. I think the idea is to run the screw
down snug, consistent with it being positioned so the retainer plate can
engage it.
I wonder if you have the right spring. It's only a couple of coils.
