Steve, your supplier of the bolt(s) should supply you with specs for the torque setting. Additionally they should indicate whether the spec is for a lubed or non lubed bolt. Yes, overtightening the bolt can be bad, especially if it is stretched. Streching sometimes is visible, but not often. Visible stretch is manifested by a narrowing of the bolt. It becomes 'waisted'.
