Another problem that has cropped up, is that the yellow lights have been
shortened.  While this has been denied by some communities, others have
admitted it and been forced to drop charges and reset yellow times.

Besides trying to boost income, shortened yellow lights area a safety issue.

I have a serious problem when a legal entity uses a private firm to track
violations and then pays them on the number of violations issued.
