You adjust the parking brake from under tje car.  There is a threaded rod at
the end of the cable where it  is connected to the handbrake lever.

Once the brake is adjusted, you should never have to adjust the cable again.
When you adjust the rear brakes, the parking brake should adjust.  (Unless you
have replaced the cable, in which case you will  have to adjust it after the
cable stretches).
