Not so, it is the turn signals that are dependant on both bulbs being
working and of the correct wattage and good connections throughout.  The
hazards will flash if there are one, two, three or four bulbs working.  They
have to be in case the reason for switching them on is as a result of an
accident and physical damage to one or more corners.

The hazard flasher has its own in-line fuse (brown both sides), check that,
and the hazard switch often fails due to internal bad connections as it is
used so infrequently, the internal grease hardens over time. Sometimes
flicking it on and off several times brings it back, but dismantling (in a
poly bag to catch all the bits) cleaning and reassembling is more thorough.
