I'm reinstalling the dash and have a few questions for the experts:
Should the hazard switch work on the rear lights even though the front
bumper/parking lights are not on the car (79B)? The rear turn signals work
fine but not the hazard.

The hazards have their own flasher unit, so this needs to be in and working.
The electrical load presented by all 4 bulbs is what makes the flasher
flash, so if not all bulbs are there, there may not be enough load to work
the flasher.

Also, both the hazard switch and the heater switch have a red/white wire and
a black ground wire attached to the base of the units. Does it matter which
side they are plugged into?

Yes. The red/white wires are for the dash illumination. This goes to the
lamp by or in the switch. The black is the ground.
