Rocky,

The current way to steal an American car is to copy down the VIN and then go
to a dealer for a new key.

Also, our wonderful government in action. When I bought a Post Office Jeep
it came with a chain bolted to each door. It seems that some genius
specified that ALL the Jeeps would have the same key. Steal one key and you
could get into all the Post Office Jeeps. The chain was the answer. They
simply added the chain and a key lock so that all the Jeeps were secure.
