Rubber Baby Kingpin Bumpers

The Vicky-Brit kingpin kit came with an o-ring and a rubber washer.  I 
thought there was both a rubber o-ring at the bottom of the swivel piece 
and at the bottom of the dust excluder.  For the life of me, I can't 
figure out where this rubber washer would go... or why I seem to be 
missing an o-ring.

Help!
