Your '79 (like my '70) only needs to pass the idle test (not the
'dyno-style' load test). As long as your engine is in fairly good shape, the
cat is working and you follow Twist's suggestions you should pass.

Not having tuned a late model cat equipped B, I'll defer any further tricks
to those who have, but I'll share waht I did to my '70 (no airpump) that
allows me to pass:

Plugs to 0.022 and dwell to 60 degrees (hotter spark)
Retard timing to 7BTDC and open valve clearances to .026  (longer burn time)

Lean carbs as much as possble (in fact I got nervous when I went the first
time and pulled the vaccum line to the dizzy and left it open to lean even
more before I pulled into the facility). Also, don't drive your car long
distances at these settings (valves especially wont like that as they'll run
hotter with the more efficient combustion burn it will produce)

Here's my readings:

HC:  548   (Limit 900PPM)  (too lean, but passable)
CO:  0.4    (Limit 9.0%)  (seems real low to me but that's what the
certificate says)
CO2 8.3    (No Limit)

My gas tank and cap is non vented, so they didn't need to test that, you may
have to.
