I have one and love it.  Yes it does have the cords
that wrap around the wheel wells with bunge on them, 
but that is okay with me as I would rather have that 
than the magnets any way.

Also to answer your other question about rain, NO it does not
keep out the rain, but it is great for keeping leaves out, and 
other debris that flies through the air.
