Can the suction chamber be screwed down in three different positions? 
If so, try rotating it 120 degrees.  Switch the chamber to the front
carb and if it still sticks, then the problem is as Paul Hunt describes:
a warped chamber.  This can be fixed to some extent as Paul describes,
as long as the chamber still passes the "drop test" described in the SU
manuals.
