If you overfill slightly, the oil will just get sucked down between the
piston guide stem and the suction chamber. If you fill the reservoir to
the top, then the piston will hydraulic lock and not be able to rise.
That would really mess up the engine mixture and might even make the
engine not run over beyond an idle.
