I would guess that the person is misreading the number. Instead of:

18V-850-AE-L 564, try:

18V-890-AE-L 564

If this assumption is correct, then it becomes a 1976-ish California spec.
engine without overdrive.

18V engines were also used in Marinas, but I don't think they used the other
combinations you have in this code. Ask the owner to wipe the tag off and
read it again in a strong sidelight.
