1500 Midget steering rack

Loud rattle on hard bumps at slow speed. Only visable play is in the rack rod 
that rattles within housing, both ends. Other suspension parts fairly new. 
Only other play is slight amount in wheel bearings.

Is new or replacement rack only solution? Rack seems to be shimmed properly. 
There is no lost movement between steering column and rack.
