If the heat output from the engine is greater than the ability of the
radiator to get rid if it then certainly the stat will be fully open and the
temperature will continue to rise, as will the temp gauge needle, but that
is either a problem with the engine, the cooling, or the conditions being
operated under.
The stat *doesn't* regulate the time it takes for the engine to get to
operating
temperature, as for most of that time it is completely closed. It is the
heat generated by the engine and the ambient temperature of the air round
the
block and sump which controls that, which is why warm-up takes longer in the
winter than the summer, even accounting for the different starting point
from 'cold'.
For the majority of us, when running the stat is only partially open and
continually
varying according to the load on the engine, hence it *is* regulating the
maximum (and minimum) operating temperature, as indicated by the temp gauge
being at the 'normal' position under a wide variety of load and ambient
temperature conditions.
