Toe settings, tire pressure

The book I have suggests 22# front and 24 rear pressures for the Midget, why 
such low pressures? Is it to compensate for the stiffer suspension?

The book also recommends a toe in setting of  1/8". Is this total toe in or 
is it toe in  per wheel?
