If one end lights and the other doesn't you have an open-circuit feeding the
end that doesn't light, or that bulb is blown.
If both ends light but don't flash, based on the assumption that they worked
before, there is a bad connection somewhere on that side anywhere from the
turn switch right through the wing and lamps to their grounds. On a CB the
grounds to the front and rear light units come through their physical
fixings to the body. It can be a good idea to provide a ground wire from
one of the fixing studs to a convenient ground bullet connector.
