Yes it is an insulator, but what happens is: 1. because of physical contact, continuity is there 2. It prevents corrosion and also shorts. Lucas terminals seem to have a problem with corrosion, expecially where they are attached to ground. I have never had a problem with connections where I use dielectric grease.
