Battery problem?

My 52 TD has a 3 year old battery that I charge regularly in the winter.
The car now will not start unless I put a charger with "starting"
capability on the charger. When the car does start the amp meter goes to
pos +10 while running and goes to O when idling. I presume this is a
battery and not generator problem. Any ideas?
