Indeed they are.  My B's headlights draw too much current to safely carry
throught the stock wiring and switch (Cibie H4 80/100 watt with integral 10
watt sidelights).  The solution is as you suggest: fused relays and heavier
gauge wire fed directly from the alternator.  While you're at it, add
seperate grounds for the headlights with equally heavy wire.  The sidelights
are unfused so,  even if I loose both high and low beam fuses, I still have
something by which to see.

The Hella relays, fuses, blocks and wire were about $40 from British Wiring
(no $ interest, just a happy customer).
