Not sure about the particular exhaust system you're takling about, but for
almost every other system.
One pipe slips over the other. When you clamp them, the clamp causes the
outer pipe to deform and press against the inner pipe. There should be no
leaks if done propely. You can use muffler putty if you want (spread it on
the inside of the pipe for a clean look) but it is usually unnecessary. If
there is a small leak, it usually goes away after surface rust forms on the
pipes.
